The Council of Owls
An authority that treats deviation as a fault to be corrected.
An unexpected reception
The Once and Future Owl takes the travellers to the Multiversal Stabilizer Hub. Seven robed figures with owl masks receive them there. The Council describes its role as maintaining harmonic resonance across the multiversal weave, and classifies the visitors through the language of anomalies and regulation.
The argument over MINO
The Council recognises MINO and calls for diagnostic reversion. MINO declines. His refusal makes the encounter a conflict over agency as well as function: who gets to decide what he is for, and whether becoming different is a failure? The Doctor places himself between MINO and the demand.
Order at whose expense?
The Council’s statements favour calculability and treat emotion as a destabilising influence. Raven challenges that premise. The disagreement is not confined to an abstract debate; the Hub itself becomes dangerous when the travellers resist. Its environment enforces the authority that speaks through the Council.
