A promise is not automatically virtuous, enforceable or possible. This ledger records the obligation, the story’s current evidence and the limits attached to it.
Fight for Cal’s rescue
The Doctor refuses to guarantee success, but promises to fight for Cal’s release.

Remember Raven as herself
Raven asks to be remembered if recursion strips away her sense of self; the Doctor answers that he will remind her.

The Doctor tells the CIA that Raven makes her own choices; keeping that promise requires admitting uncertainty as well as sharing what he learns.

Yara asks Raven to keep taking the Doctor places, especially when he thinks he already knows what he will find.
A future choice of her own
The Doctor’s promise is not to pick Raven’s future but to preserve her ability to choose it.
Solenne’s promise to Vareth
Solenne promises an erased world that she will find a way to give it back; the story explicitly separates her responsibility from the absent population’s consent.
No promise of reversal
Before the maintenance instruction, the group records that it can stop before transmission but cannot promise reversal afterward.
