What happened
The Concord’s machinery suppresses the very mercy and testimony that could challenge its managed agreement. Ava and Cal encounter the consequences at the border; Anna’s role as Witness brings the cost of enforced peace into the centre of the story.
Where the book leaves us
Clause Null is reinstated. The parties must take responsibility for their choices rather than shelter inside compelled agreement. The travellers depart from a peace that is less tidy and more honest. The ending does not claim that removing coercion has removed every disagreement; it makes disagreement possible without the same imposed silence.
