The opening situation
Orbitum Concordia stands between Yveth and Solarion as a monument to negotiated peace. The Doctor’s arrival raises the question of what neutrality means when an institution can enforce the appearance of agreement. The companions enter a political mystery in which the terms of a settlement can themselves do harm.

A question to carry into the story
Look for the difference between consent and compliance. A treaty can preserve order while making the people living under it increasingly difficult to hear.
